In a contentious development following his Alaska summit with Russian President Vladimir Putin, U.S. President Donald Trump is reported to back a controversial peace proposal requiring Ukraine to cede control of parts of its eastern Donbas region. Russia has demanded that Ukraine withdraw from both Donetsk and Luhansk regions in exchange for halting further advances and freezing the frontline in the southern regions of Kherson and Zaporizhzhia.
During post-summit discussions with European leaders, Trump signaled his willingness to advance this “land swap” approach over a ceasefire, arguing that direct peace accords are more enduring than temporary cessation agreements. Unlike a ceasefire—which Ukraine and its allies have consistently advocated—this framework shifts the focus to final status negotiations, raising deep concerns in Kyiv and lining up sharply against Ukrainian constitutional constraints.
Ukraine’s President Volodymyr Zelenskyy has denounced any unilateral territorial concession, stressing Ukraine’s sovereignty and insistence that decisions regarding its lands be made exclusively by Ukrainians. European leaders have echoed this stance, reaffirming that border changes must not result from aggression.
As negotiations continue, President Zelenskyy is scheduled to meet with President Trump in Washington, D.C., to discuss viable, Constitution-compliant pathways to a just and enduring peace agreement.
