Hamilton, Canada – United Nations Secretary-General Antonio Guterres has warmly welcomed the General Assembly’s decision to establish two new institutions aimed at promoting international cooperation on the governance of artificial intelligence (AI). The creation of these bodies marks a significant step forward in global efforts to harness the benefits of AI while effectively addressing its associated risks.
The new initiatives include the UN Independent International Scientific Panel on AI and the Global Dialogue on AI Governance. The Scientific Panel is designed to serve as a crucial bridge between cutting-edge AI research and policymaking, providing rigorous, independent scientific assessments to help the international community anticipate challenges and make informed decisions.

Simultaneously, the Global Dialogue on AI Governance will provide an inclusive platform for states and stakeholders to discuss critical issues concerning AI. This collaborative forum is expected to facilitate a unified approach to governing this transformative technology.
According to a statement from the Secretary-General’s spokesperson, Stephane Dujarric, the two initiatives represent a major milestone. Guterres is set to launch an open call for nominations for the Scientific Panel, which will present its first annual reports at the Global Dialogue on AI Governance in Geneva in 2026 and New York in 2027.
The Secretary-General has also called on all stakeholders to support this historic initiative, urging them to contribute to building a future where artificial intelligence serves the common good of all humanity.
