Pakistan, and Saudi Arabia Sign Historic Strategic Mutual Defence Agreement

RIYADH, SAUDI ARABIA – September 18, 2025 – In a historic move to formalize and significantly strengthen their decades-long security partnership, Pakistan and the Kingdom of Saudi Arabia today signed a formal “Strategic Mutual Defence Agreement.” The momentous signing took place at Riyadh’s Yamama Palace, where Prime Minister Shehbaz Sharif and Saudi Crown Prince and Prime Minister, His Royal Highness Mohammed bin Salman bin Abdulaziz Al Saud, formalized the pact in a landmark ceremony. The occasion was also attended by Pakistan’s Chief of Army Staff, Field Marshal Syed Asim Munir.

The signing of the agreement elevates the enduring and multifaceted relationship between the two nations to a new strategic level. The pact’s core provision states that any aggression against either country shall be considered an act of aggression against both, thereby strengthening joint deterrence and reinforcing regional security.

A Comprehensive Defensive Commitment

The agreement is a culmination of years of discussions aimed at institutionalizing the deep cooperation between Pakistan and Saudi Arabia. A senior Saudi official, speaking to Reuters, confirmed that the pact is “a comprehensive defensive agreement that encompasses all military means.” This statement provides clarity on the far-reaching nature of the collaboration, which is designed to be a pillar of long-term regional stability rather than a reaction to specific events.

The enhanced defense ties come at a critical time, as Gulf Arab states have grown increasingly concerned about the reliability of the United States as a security guarantor. This sentiment has been heightened by recent regional escalations, including Israel’s attack on Qatar. The pact, however, is not aimed at any single nation; it seeks to balance and stabilize relations across a complex region. The official also acknowledged the need to maintain a strong relationship with Pakistan’s rival, India, stating, “Our relationship with India is more robust than it has ever been. We will continue to grow this relationship and seek to contribute to regional peace whichever way we can.”

A Testament to Brotherhood, and Diplomacy

Prime Minister Shehbaz Sharif, leading a high-level delegation that included Deputy Prime Minister Ishaq Dar and other key ministers, held extensive discussions with Crown Prince Mohammed bin Salman and his delegation. The leaders reviewed the entire spectrum of bilateral relations, focusing on defence, economy, and culture. The Prime Minister’s Office noted that the two sides also exchanged views on significant regional and global developments, including the ongoing security situation and Israeli aggression. The presence of Field Marshal Syed Asim Munir, underscored the military’s integral role in this strategic diplomatic initiative.

This Strategic Mutual Defence Agreement is a testament to the shared vision of both nations for a secure and prosperous future. It provides an important opportunity to consolidate this unique partnership while exploring new avenues of collaboration for the mutual benefit of their peoples.
