Pakistan, and Qatar Strengthen Defence Ties: A Commitment to Regional Peace, and Stability

Pakistan and Qatar have recently reaffirmed their commitment to fostering bilateral defense cooperation and pursuing regional peace and stability. This commitment was made during the second round of the Higher Military Cooperation Committee (HMCC) meeting, which took place in Doha and was attended by senior military leaders from both nations to discuss the evolving security dynamics and prosperity in the defense and security sector.

Strengthening Bilateral Defence Ties

General Sahir Shamshad Mirza, Chairman of the Joint Chiefs of Staff Committee for Pakistan, led the Pakistani delegation to this encounter. He was received by Qatar’s Deputy Prime Minister and Minister of State for Defence Affairs, Sheikh Saoud bin Abdulrahman Al-Thani, and Lieutenant General Jassim Mohammad Ahmed Al-Mannai, Chief of Staff of the Qatari Armed Forces. This memorable meeting underscored the solid brotherly ties between Qatar and Pakistan, with both sides emphasizing the need for enhancements in the defense and security sectors.

During the HMCC meeting, General Mirza underscored the long-standing historical relations, stating that both nations wanted to further enhance military-to-military ties through the HMCC function. Discussion at the HMCC meeting included how both nations face numerous regional security challenges and how they could increase cooperation to promote regional peace and stability. Both nations recognized the important role Pakistan plays in facing the regional challenges and maintaining regional stability, as well as the role Pakistan undertakes in continuing the fight against terrorism. Qatar’s Acknowledgment of Pakistan’s Contributions to the Fight Against Terrorism

The leaders in Qatar recognized the sacrifices made by Pakistan’s armed forces in the ongoing fight against terrorism/extremism. General Mirza’s visit also acknowledged Pakistan’s professionalism in fighting terrorism. Qatar recognized Pakistan’s centrality in developing solutions for security within its own region of South Asia and the international community as a whole.

Qatar’s Appreciation of Pakistan’s Sacrifices

The Qatari military acknowledged Pakistan’s efforts to keep the peace in a region often beset by insurgency and foreign interference, even though it traditionally relies upon Pakistan for assistance with threats to the region and for countering violent extremism.

In a public speech, the head of the Qatari military stated that they appreciated Pakistan’s efforts against these terrorist groups and credited the current stability of the region to the efforts Pakistan made during its involvement in counter-terrorist operations.

Guard of Honour and High-Level Talks

At the Qatar Armed Forces Headquarters, upon arrival, General Mirza was presented with a guard of honour by Qatari armed forces personnel, a gesture of respect for the visit and the longstanding friendship between Qatar and Pakistan. The guard of honour ceremony set the tone for the high-level talks conducted afterwards and helped solidify the strategic relationship between Pakistan and Qatar.

Key Developments from the HMCC Meeting

At the conclusion of the meetings, both sides provided a joint commitment to regional and international peace, as well as a commitment to participating in and strengthening the military through various military fields of cooperation, including modalities for addressing the new dangers posed by extremism and terrorism. Pakistan and Qatar are committed to furthering military ties to address shared security concerns facing both nations and the wider region.

This commitment is likely to be reinforced by the Higher Military Cooperation Committee (HMCC), established for high-level engagements and collaborations between the armed forces of Pakistan and Qatar. Each country desires to deepen cooperation not just in defence, but through intelligence sharing, counter-terrorism development, and sharing security trainers.

Expanding Cooperation: From Defence to Economic Ties

In addition to defense and security cooperation, Pakistan and Qatar have also discussed options to deepen economic and political cooperation. The October 2024 visit to Qatar by Prime Minister Shehbaz Sharif was a clear reflection of this intent, especially as both leaders agreed to deepen bilateral relations and engage more productively together in the future. Notably, Qatar has announced $3 billion in investments in Pakistan across multiple sectors, highlighting the growing economic ties between the two countries.

Qatari leaders have consistently demonstrated their interest in contributing to Pakistan’s economic development, and military cooperation is a key aspect of a broader commitment to enhance diplomatic, economic, and strategic ties.

The Strategic Importance of the Visit

General Sahir Shamshad Mirza’s visit to Qatar and participation in the HMCC represent Pakistan’s commitment to strengthening bilateral relations with key Gulf states. As the Gulf faces increasing security challenges, including rising terrorism and extremist anti-governance movements in some states, this type of military cooperation is crucial to the region and South Asia.

As an important player in regional security, Pakistan stands to benefit from deepening relations with Qatar, especially as Qatar has been involved in international peacekeeping and the fight against terrorism. Both countries have faced each other’s shared challenges regarding extremism and terrorist groups, which have destabilized the region somewhat, and these issues will surely remain important to the relationship.

Conclusion

The Pakistan-Qatar defence partnership represents a significant and developing relationship within the rapidly changing security dynamics of the region. By enhanced engagement through the Higher Military Cooperation Committee, both Pakistan and Qatar stand ready to deepen their respective priorities of tackling terrorism, extremism, and regional instability.

As Qatar appreciates Pakistan’s contributions to the region’s security, and with both countries sharing a desire for peace, their partnership is an important element in larger efforts to fulfill the region’s security needs. The visit from General Sahir Shamshad Mirza helps to consolidate the relationship between the two countries and will hopefully deepen the extent of their partnership for the enhanced security and stability of both countries and for the region.
