Pakistan China Agree to Boost Counterterrorism Cooperation at UNCOPS 2026









On the sidelines of the high-level Fifth United Nations Chiefs of Police Summit (UNCOPS 2026) at the UN Headquarters, Pakistan’s Interior Minister Mohsin Naqvi executed a series of crucial bilateral diplomatic engagements aimed at modernizing cross-border law enforcement, choking terror financing, and disrupting transnational criminal syndicates.

The two-day global summit, held on July 7 and 8, brought together interior ministers, police chiefs, and senior security officials from around the world to formulate an agile, people-centered vision for international policing and joint peace operations.

Sino-Pak Security Synergy and Geopolitical Safeguards

In a high-stakes bilateral meeting, Interior Minister Mohsin Naqvi and Chinese Vice Minister of Public Security Ling Zhifeng finalized operational parameters to further harden counter-terrorism frameworks and intelligence-sharing protocols.

The security chiefs focused heavily on defensive measures to eliminate asymmetric threats and neutralize hostile networks targeting regional stability. The core agreements of the Sino-Pak security track include:

Deepening Institutional Law Enforcement Ties with Sri Lanka

Shifting focus to South Asian regional security, Minister Naqvi held a separate, comprehensive session with Sri Lankan Minister of Public Security and Parliamentary Affairs Ananda Wijepala. The two ministers established a clear roadmap to formalize a broad-spectrum security pact aimed at neutralizing sophisticated transnational networks.

The bilateral discussions concluded with a mutual agreement to draft a formal Memorandum of Understanding (MoU) focused on dismantling multi-jurisdictional criminal syndicates and fighting sophisticated money-laundering operations that threaten regional economic integrity. To ensure these policies are executed systematically, the ministers agreed to establish a dedicated Joint Working Group bridging the interior ministries of Islamabad and Colombo.

Operational priorities established under this new South Asian framework include:

  • Border Integrity: Launching synchronized law enforcement initiatives to detect and suppress illegal immigration, document forgery, and travel on fraudulent or altered passports.

  • Advanced Police Capacity Building: Developing joint specialized police training programs, tactical exchanges, and modern forensic training between the law enforcement academies of both countries.

  • Consular Agility: Resolving outstanding visa-related bottlenecks on a high-priority basis to improve bilateral mobility for state officials and citizens.

Diplomatic Horizon: Washington and Municipal Outreaches

Following the conclusion of UNCOPS 2026, Minister Naqvi’s diplomatic itinerary shifts toward a vital next phase in Washington, D.C. Early next week, the interior minister is scheduled to meet with senior United States officials. According to diplomatic sources, these high-level talks will focus on expanding Pak-US counter-terrorism cooperation, while Pakistan continues to leverage its diplomatic capital to act as an active, neutral mediator facilitating sensitive talks between the United States and Iran.

Additionally, Minister Naqvi is expected to hold a municipal and community-focused session with New York City Mayor Zohran Mamdani to evaluate urban policing models, public safety structures, and diaspora engagement.
