Mexico Plunges into ‘Code Red’ Violence Following Death of CJNG Kingpin “El Mencho”

Feb 23, 2026 | Crime & Lawfare, Latest News

Mexico is facing a national security crisis today as the Jalisco New Generation Cartel (CJNG) launched a massive, multi-state retaliatory campaign following the death of its leader, Nemesio Oseguera Cervantes, better known as “El Mencho.” The 59-year-old drug lord, who topped the most-wanted lists in both Mexico and the U.S., died Sunday from injuries sustained during a high-stakes military raid in Tapalpa, Jalisco.

The Operation: A Strategic Strike

The mission was a precision strike led by Mexican Special Forces, reportedly supported by intelligence from the U.S. Drug Enforcement Administration (DEA).

  • The Clash: Intense firefighting in Tapalpa left four CJNG members dead and three Mexican soldiers injured.

  • The Bounty: El Mencho had been a primary target for over a decade, with the U.S. State Department offering a $15 million reward for his capture due to his role in trafficking massive quantities of fentanyl and methamphetamine.

  • Significance: Mike Vigil, former DEA chief of international operations, described the kill as “one of the most significant actions in the history of drug trafficking.”

The Retaliation: A “War Zone” in Jalisco

Within hours of the announcement, CJNG operatives initiated a “scorched earth” response to paralyze the country.

  • Blockades: Over 250 roadblocks were established across a dozen states, with gunmen using hijacked and burning vehicles to trap civilians and military convoys.

  • Guadalajara & Puerto Vallarta: In Guadalajara—a host city for the 2026 FIFA World Cup—thick plumes of black smoke filled the skyline. Tourists in the resort town of Puerto Vallarta described the scene as a “war zone.”

  • State of Emergency: Governor Pablo Lemus Navarro declared a “Code Red,” suspending public transport, cancelling all mass events, and moving schools to remote learning.

International & Domestic Response

President Claudia Sheinbaum has called for “absolute coordination” between federal and state forces, though she faced criticism as violence spilled into ten other states, including Tamaulipas and Guerrero.

Country/Entity Action Taken
United States Issued “Shelter in Place” orders for citizens in 5 Mexican states.
United Kingdom Advised “extreme caution” and warned of serious security incidents.
Major Airlines Air Canada, United, and American Airlines cancelled all flights to Jalisco.
Mexico Security Cabinet Reported 25 arrests related to looting and arson; 4 blockades remain active.

The Power Vacuum

With the death of El Mencho, security analysts warn of an impending internal power struggle within the CJNG or a “predatory war” as the Sinaloa Cartel attempts to seize weakened territories. The Mexican government has deployed an additional 2,000 National Guard troops to Jalisco to prevent a total collapse of order.
