Eight Democrats joined nearly all Republicans in supporting the procedural motion, defying party leaders Chuck Schumer and Hakeem Jeffries who voted against it. The deal, forged in closed-door talks between rank-and-file lawmakers and the White House, would:
Fully reopen the federal government through January
Reverse recent layoffs and guarantee back pay for furloughed workers
Schedule a mid-December vote on expiring healthcare tax credits—a key Democratic concession without extension guarantees
President Donald Trump expressed optimism: “It looks like we are getting close to the shutdown ending. You’ll know very soon.”
The agreement now heads to full Senate debate, House approval, and presidential signature. Democratic Senator Tim Kaine (VA), one of the cross-aisle voters, hailed it as protecting workers from “baseless firings.”
The shutdown, triggered October 1 over fiscal year funding disputes, has halted public services, lapsed SNAP benefits for 40+ million Americans since November 1, and prompted FAA flight reductions—cancelling 2,700+ flights Sunday alone.
Treasury Secretary Scott Bessent warned of worsening economic damage, including potential negative growth. Markets reacted positively Monday: S&P 500 futures +0.7%, Nasdaq 100 +1.2%, 10-year Treasury yields up 0.04pp to 4.14%.
House Democratic Leader Jeffries vowed to fight the bill, citing risks to healthcare costs for millions.
This tentative deal offers relief to hundreds of thousands of federal workers and vulnerable citizens, signaling a potential end to a crisis that has tested America’s institutional resilience.
