President Vladimir Putin has ordered Russia’s Foreign Ministry, Defence Ministry, special services and civilian agencies to urgently draft coordinated proposals on resuming nuclear weapons testing, should the United States proceed with its own tests.

The directive came during Wednesday’s Security Council meeting, where Putin stated: “If the US or any CTBT signatory conducts nuclear weapons tests, Russia would be under obligation to take reciprocal measures.”

Defence Minister Andrei Belousov confirmed the Arctic Novaya Zemlya test site can be readied “at short notice,” while Chief of General Staff Valery Gerasimov warned that failing to act now risks losing “time and opportunities for a timely response.”
Kremlin spokesman Dmitry Peskov clarified no deadline has been set, emphasising the need to fully understand Washington’s intentions first.
The move follows President Trump’s October 30 order for the Pentagon to “immediately” resume U.S. nuclear testing on an “equal basis” with other powers—the first such directive since America’s 1992 moratorium.
Russia has not conducted a nuclear explosion since 1991; the U.S. last tested in 1992. Analysts warn any resumption risks igniting a dangerous new arms race.
President Putin stressed the proposals must focus on “preparations for nuclear weapons tests” while maintaining Russia’s nuclear forces at a level “sufficient to inflict unacceptable damage.”
Moscow continues to call for strategic stability and remains open to dialogue that prevents escalation.
