New York | Islamabad – Pakistan has reiterated its unwavering support for Libya’s sovereignty, independence, territorial integrity, and national unity while urging all stakeholders to pursue a Libyan-led and Libyan-owned political process as the only viable pathway to peace, stability, and prosperity.
Speaking at the United Nations Security Council session on Libya, Pakistan’s Deputy Permanent Representative, Ambassador Usman Jadoon, welcomed recent positive developments, while also highlighting the need to address outstanding challenges.
He commended the progress achieved in:
- The technical unification of the National Audit Bureau,
- The election of the President of the High State Council,
- The revival of the Berlin Process of the International Follow-up Committee on Libya,
- The submission of electoral roadmap proposals by the Advisory Committee,
- The holding of the second round of municipal elections on August 16, 2025, in 26 out of 63 municipalities, and
- Enhanced coordination on border security between eastern and western authorities.
“These encouraging steps show that Libya’s challenges, however formidable, remain surmountable,” Ambassador Jadoon said.
At the same time, he noted the Secretary-General’s report outlining ongoing concerns, including instability in and around Tripoli, limited progress on political reconciliation, and weak economic indicators.
Key Proposals by Pakistan
Ambassador Jadoon outlined a five-point approach to support Libya’s stability:
- Commitment to Sovereignty & Unity: Pakistan reaffirmed its full commitment to Libya’s sovereignty and stressed that reconciliation must remain Libyan-led and Libyan-owned.
- Time-Bound Roadmap for Elections: Islamabad emphasized the importance of defining a clear, time-bound pathway for political reconciliation leading to national elections. While appreciating UNSMIL’s outreach, Pakistan called for broader engagement with political stakeholders and the public to ensure widespread legitimacy.
- Inclusive National Dialogue on Security: Pakistan encouraged Libyan stakeholders to address security concerns through dialogue, while underscoring UNSMIL’s proactive role in uniting parties to ensure peace, especially in and around Tripoli.
- Strengthening Economic Unity: Commending the progress in unifying the National Audit Bureau, Pakistan expressed hope that this would pave the way for a unified national budget, crucial for economic recovery.
- Safeguarding Libya’s Frozen Assets: Pakistan stressed the need for reinvestment of Libya’s frozen assets to preserve their value for the Libyan people, urging the dissemination of Security Council Resolution 2769 provisions to all relevant institutions holding these assets.
Ambassador Jadoon reaffirmed Pakistan’s solidarity with the Libyan people and its support for the United Nations Support Mission in Libya (UNSMIL). “We encourage all stakeholders to rise to the occasion and shoulder their responsibilities to enable the Libyan people to realize their aspirations of peace and a brighter future,” he concluded.
