Ambassador Usman Jadoon, Pakistan’s Deputy Permanent Representative to the United Nations, issued a decisive call for the cessation of hostilities in Sudan during a session of the UN Security Council on Monday. Emphasizing that “there is no military solution” to the ongoing crisis, Pakistan urged the international community to prioritize political reconciliation to save the “brotherly people of Sudan” from further catastrophe.

Rejection of Parallel Structures
A central tenet of the Pakistani envoy’s address was the protection of Sudan’s state institutions. Ambassador Jadoon called on the Security Council to:
- Safeguard Sovereignty: Support all efforts to maintain Sudan’s territorial integrity.
- Reject Parallel Governance: Explicitly dismiss “so-called parallel government or structures” that threaten to undermine official state institutions and risk the total fragmentation of the country.
Support for Comprehensive Peace
Ambassador Jadoon noted the peace plan proposed by Sudanese Prime Minister Kamil Idris, which includes a monitored ceasefire and the withdrawal and disarmament of paramilitary forces. Pakistan affirmed its support for all genuine political processes that aim to achieve:
- Immediate Cessation of Hostilities: An end to the open fighting that has raged since April 2023.
- Humanitarian Access: Ensuring unfettered access for aid to reach the 14 million people displaced by the conflict.
- Protection of Civilians: Shielding the population from the widespread violence that has defined the war.
Accountability and Zero Tolerance
Addressing the horrific reports of mass killings, rapes, and ethnically motivated violence, Pakistan demanded “zero tolerance” for war crimes. Ambassador Jadoon called for:
- Credible Investigations: Rigorous probes into attacks against civilians, UN peacekeepers, and humanitarian workers.
- Accountability: Ensuring that perpetrators of crimes against humanity are held responsible under international law.

A Humanitarian Imperative
With UN figures citing over 40,000 deaths and a burgeoning famine, Ambassador Jadoon concluded with a plea for regional and global unity. “The guns must be silenced; hopes for a brighter future rekindled; with peace and normalcy visible on the horizon,” he stated, reaffirming Pakistan’s commitment to a stable and unified Sudan.
