On the fourth anniversary of the conflict, Russia’s SVR foreign intelligence service accused Ukraine of attempting to acquire nuclear weapons with the clandestine support of Britain and France. Moscow claimed that London and Paris are “actively working” to provide Kyiv with atomic or “dirty bomb” capabilities to secure more favorable terms for ending the war. However, the Kremlin provided no documentary evidence to support these assertions.

The response from the international community was swift and dismissive. A spokesperson for British Prime Minister Keir Starmer stated there was “no truth” to the claims, while the French foreign ministry labeled the allegation as “blatant disinformation.” Kyiv officially denied the report, calling it an “absurd lie” and reiterating that Ukraine remains committed to international non-proliferation treaties. Although President Volodymyr Zelenskiy has previously criticized the 1990s decision to surrender Ukraine’s Soviet-era arsenal without binding security guarantees, he maintains that the country does not seek to re-arm nuclearly.

Kremlin aide Yuri Ushakov indicated that Moscow intends to brief the United States on the matter, suggesting it could impact U.S.-brokered peace talks. Analysts view the move as part of Russia’s ongoing strategy to use nuclear rhetoric to deter Western military aid. The Russian Foreign Ministry emphasized the risk of “direct military confrontation between nuclear powers,” warning of potentially dire global consequences if Western support for Kyiv continues to escalate.
