The United States has announced the imposition of financial and travel sanctions against two additional judges of the International Criminal Court (ICC), following their rejection of legal challenges regarding the Court’s investigation into activities in Gaza.
Secretary of State Marco Rubio confirmed the measures today, specifically linking the sanctions to a Monday ruling in which the judges upheld arrest warrants for Israeli Prime Minister Benjamin Netanyahu and former Defense Minister Yoav Gallant.
Israeli Channel 12 reported that the U.S. Secretary of State announced the imposition of American sanctions on two additional judges at the International Criminal Court in The Hague, due to their support of warrant cases against Israeli leaders.

“We will not tolerate ICC abuses of power that violate the sovereignty of the United States and Israel and wrongly subject U.S. and Israeli persons to the ICC’s jurisdiction,” Secretary Rubio stated. “The United States will continue to respond with significant and tangible consequences to the ICC’s lawfare and overreach.”
The individuals designated today are:
- Gocha Lordkipanidze (Georgia)
- Erdenebalsuren Damdin (Mongolia)
These designations bring the total number of ICC officials sanctioned under the current administration to eight judges and three prosecutors, including Chief Prosecutor Karim Khan.

As a result of today’s action:
- All property and interests in property of the designated individuals that are in the United States or in the possession or control of U.S. persons are blocked.
- The sanctioned individuals are barred from entry into the United States.
- Any entities that are owned, directly or indirectly, 50 percent or more by one or more blocked persons are also blocked.
The United States maintains that the ICC lacks jurisdiction over non-member states, including the U.S. and Israel, and views the recent judicial proceedings as a politicized misuse of the international legal framework.
