Philippines Declares State of Emergency Following Deadly 6.9 Magnitude Earthquake

A deadly 6.9 magnitude earthquake tore through northern Cebu in the Philippines late Tuesday, 30 September, causing widespread damage and significant casualties. The tremor struck off the coast of Bogo City at 9:59 PM, with the Philippine Institute of Volcanology and Seismology (PHIVOLCS) reporting a shallow depth of around 10 kilometers.

The death toll has tragically risen to 72 after search and rescue operations concluded on Wednesday, according to media reports. In the aftermath, hospitals are overwhelmed and many families are sheltering in the open.

Widespread Damage and Displacement

The earthquake has displaced more than 20,000 people and impacted over 111,000 in total, with more than 200 people injured in Bogo, Medellin, and San Remigio. Displaced families are currently camped outside their damaged homes or in open spaces as aftershocks continue. Residents described the moment the quake struck as sending people fleeing into the streets. A tsunami warning was briefly issued and later lifted in the early hours of Wednesday.

Initial reports indicate widespread damage to homes, churches, schools, public buildings and transport infrastructure. Crucially, at least two seaports remain non-operational and several roads are partially blocked, significantly hampering aid delivery.

Government and Humanitarian Response

In response to the crisis, Philippine authorities declared a state of emergency across four municipalities, a measure that unlocks essential emergency funds for relief efforts. The Government has also mobilised response teams and set up a joint operations centre.

Humanitarian partners report urgent needs, including shelter, water and access. They are actively preparing to distribute hygiene kits and water filtration units, while the UN International Organization for Migration (IOM) is on standby to support displaced families.

Severe Strain on Health Services

The disaster has severely impacted health services, with hospitals in northern Cebu stretched beyond capacity. Emergency medical teams have been deployed from neighbouring provinces to assist.

Saia Ma’u Piukala, Regional Director of the World Health Organization (WHO) Western Pacific Office, highlighted the dire situation, stating, “The death toll from the September 30 earthquake in Cebu Province has mounted significantly. Hospitals report being overwhelmed with the injured.” He confirmed that the WHO Philippines Country Office is there to support the Government-led health response in whatever way is needed.

Continued Seismic Activity

Authorities have recorded more than 340 aftershocks since the main quake, ranging up to magnitude 4.8, and warn that tremors could continue in the coming days. The Philippines is highly prone to such events as it sits on the Pacific’s so-called “Ring of Fire”.

The UN Country Team in the Philippines expressed its “deepest sympathies and unwavering solidarity” with those affected, praising first responders, medical personnel, and volunteers. Regional Director Piukala underscored the need for continued investment in disaster preparedness, noting, “The Philippines and many of our other 37 countries and areas are vulnerable to earthquakes and other disasters as a consequence of geography and, increasingly, the climate crisis.”
