Russia Becomes the First Country to Send Aid to Iran Amid War

Russia has delivered 13 tons of humanitarian aid to Iran as the regional conflict continues to escalate. According to the Russian Ministry of Emergency Situations, the shipment primarily consists of critical medical supplies transported by air under the direct orders of President Vladimir Putin. The operation utilized Azerbaijan as a logistical intermediary, with aviation units first flying the cargo to Baku before it was transferred onward to Iranian authorities for distribution.

This aid delivery follows the formalization of a long-term strategic partnership agreement signed between Moscow and Tehran in 2025, which expanded cooperation in trade, energy, and security. During a phone conversation earlier this week, Iranian President Masoud Pezeshkian personally thanked Putin for the assistance, specifically highlighting the importance of humanitarian support during the ongoing war. While Moscow has officially acknowledged its political and humanitarian backing, it has not confirmed reports regarding military or intelligence assistance to the Islamic Republic.

The timing of the shipment also serves as a diplomatic signal of support for Iran’s new leadership. President Putin recently expressed “unwavering support” for the country following the appointment of Mojtaba Khamenei as the new Ayatollah. Mojtaba succeeds his father, Ali Khamenei, who was recently assassinated in the opening stages of the conflict with the United States and Israel. By facilitating this shipment through Azerbaijan, Russia underscores its commitment to maintaining influence and stability within the Iranian political structure during the current transition.
