By early fall 2019, over 4,000 Kashmiris—including more than 200 local political figures—had been detained under the Public Safety Act. Independent and foreign journalists were denied access, and dissenting voices were suppressed. Kashmir endured one of history’s most sustained internet shutdowns. Meanwhile, Pakistan’s diplomatic efforts stalled; Imran Khan’s emotional UN remarks resonated symbolically but achieved no practical traction. International advocacy remained limited; PTI’s overreliance on symbolism highlighted the gap between moral posturing and diplomatic action. The regime displayed impotence in converting moral leadership into a legal or institutional reversal of India’s move.
