US and Russia Submit Competing Gaza Resolutions as UN Security Council Negotiations Intensify

The United States and Russia have submitted competing draft resolutions on Gaza at the UN Security Council (UNSC), triggering a new round of negotiations after China and Russia rejected Washington’s latest proposal.

On Thursday, the US circulated “Revision 2” of its draft resolution under a silence procedure, signalling that talks were nearing completion. However, both China and Russia formally broke the silence shortly before the deadline, compelling Washington to return to negotiations. Several other member states also submitted comments, though Pakistan did not.

In a swift response, Russia distributed its own counter-draft.

Key Elements of the US Draft:

The revised US text builds on the broader post-conflict Gaza framework, including:

• A foreign-administered “Board of Peace” to govern Gaza during a transitional period

• Deployment of an International Stabilisation Force (ISF) to disarm armed groups

• A phased Israeli withdrawal linked to ISF control

• An expanded commitment to a credible path toward Palestinian statehood

A new clause in the draft states that once Palestinian Authority reforms are implemented and reconstruction advances, conditions will exist for “Palestinian self-determination and statehood.” The US also pledges to launch a dialogue between Israel and the Palestinians to define a political horizon.

The text emphasises maintaining the current ceasefire and clarifies that the Board of Peace would function only as a temporary authority, addressing concerns about a long-term trusteeship.

Russia’s Counter-Draft:

Russia’s proposal, circulated to UNSC members the same evening, focuses on:

• Preserving the ceasefire

• Ensuring unhindered humanitarian access

• Reaffirming the two-state solution without introducing foreign administrative bodies

• Rejecting any demographic or territorial changes in Gaza

• Supporting Gaza–West Bank unity under the Palestinian Authority

Moscow’s draft places Gaza’s future squarely within established UN resolutions and calls on all parties to implement the September 29 Comprehensive Plan to End the Gaza Conflict.

Next Steps;

Diplomats in New York say the competing drafts highlight a deeper divide over who should shape Gaza’s post-war administration and how soon Palestinian statehood should become viable.

While both texts endorse the ceasefire and humanitarian access, they diverge sharply on governance, security arrangements, and international oversight. Intense negotiations are expected before the Security Council can move either draft to a vote.
