In a landmark moment for Pakistan’s economic reform agenda, the Government of Pakistan has successfully concluded the bidding process for the privatization of Pakistan International Airlines (PIA). A Competitive Bidding Process
The auction, which was broadcast live on state television to ensure maximum transparency, featured three prequalified bidders: the Arif Habib Group, the Lucky Group, and Airblue.
The bidding entered a decisive second round after a highly competitive opening:
- Arif Habib Group: Opened at Rs115 billion ($414 million), ultimately raising the bid to Rs135 billion.
- Lucky Group: Conceded after a vigorous head-to-head contest, finishing with a final matching effort before the second round concluded.
- Airblue: Submitted an initial offer of Rs26.5 billion ($95 million).
“We congratulate the Arif Habib Consortium on their successful bid,” a representative of the Lucky Group stated during the televised ceremony, signaling an amicable conclusion to the contest.
Strategic Economic Reform
The privatization of PIA serves as a cornerstone of the $7 billion IMF-backed economic reform program. Prime Minister Shehbaz Sharif emphasized the importance of the transaction earlier today, noting that a successful auction would pave the way for further privatization initiatives across the country.
“This is the largest transaction in the history of Pakistan,” the Prime Minister stated. “By ensuring a transparent process, we are restoring investor confidence and securing the future of our aviation sector.”

Future of the Flag Carrier
Under the terms of the sale, the Arif Habib Group will take control of an airline that has struggled with over $2.8 billion in accumulated losses. Key highlights of the transition include:
- Retention of Identity: The airline will continue to operate under the “Pakistan International Airlines” name and branding.
- Market Re-entry: The recent lifting of flight bans in the EU, UK, and US provides a significant growth opportunity for the new management.
- Operational Overhaul: The new ownership is expected to address long-standing issues regarding mismanagement and debt restructuring.
This successful third attempt at privatization marks a significant improvement over the 2024 auction, where the sole bid of $35 million fell far short of government valuations.
