Deputy Prime Minister and Foreign Minister Mohammad Ishaq Dar will head the Pakistani delegation at the Shanghai Cooperation Organisation (SCO) Council of Heads of Government (CHG) meeting in Moscow on November 17–18, at the invitation of Russian Prime Minister Mikhail Vladimirovich Mishustin, the Foreign Office announced Monday.

The CHG, SCO’s second-highest decision-making body, will convene heads of government from Belarus, China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan; Iran’s Vice President; and foreign ministers from Pakistan and India. Observers including Mongolia, Bahrain, Egypt, Qatar, Kuwait, and Turkmenistan, alongside representatives from the Commonwealth of Independent States (CIS), Eurasian Economic Union (EAEU), Collective Security Treaty Organisation (CSTO), and Democratic Socialists of America (DSA), will also attend.
In his address, DPM Dar will outline Pakistan’s views on key regional and global challenges, advocating strengthened SCO cooperation in economy, finance, trade, connectivity, commerce, and socio-economic development—including budgetary matters. The council will adopt a joint communiqué and vital decisions to advance these goals.
DPM Dar will engage in bilateral meetings with SCO counterparts on the sidelines, building on Pakistan’s proactive role. This follows the August SCO Summit in Tianjin, China, where Prime Minister Muhammad Shehbaz Sharif announced Pakistan’s hosting of the next summit.
The visit reaffirms Pakistan’s commitment to SCO’s “Shanghai Spirit” of mutual trust and benefit, fostering a stable, prosperous Eurasian community amid evolving geopolitics.
