In a wide-ranging interview with BRICS TV on Monday, Russian Foreign Minister Sergey Lavrov claimed that the United States has abandoned its own proposal to resolve the conflict in Ukraine—a plan originally presented during high-level presidential talks in Anchorage, Alaska, in August 2025.

Diplomatic Reversal in Anchorage
Despite what was initially characterized as a constructive dialogue in Alaska, Lavrov stated that Washington is no longer ready to implement the agreements reached at the summit. “They supposedly proposed something regarding Ukraine and we were ready, and now they are not ready,” Lavrov remarked, suggesting a significant backtrack in American diplomatic strategy.
Allegations of Economic Dominance and “Tanker War”
The Foreign Minister detailed a series of aggressive economic measures that he claims contradict the spirit of the Anchorage talks. Key allegations include:
- Sanctions on Energy Giants: Washington’s imposition of new sanctions on Rosneft and Lukoil.
- Maritime Interference: Accusations that the U.S. is waging a “war” against Russian tankers on the high seas.
- Pressure on Strategic Partners: Systematic efforts by the U.S. to prevent nations like India from purchasing Russian energy, mirroring previous pressures that forced Europe to adopt “exorbitantly priced” American LNG.
“The Americans have declared their goal of economic dominance,” Lavrov stated, asserting that Washington is deliberately weaponizing global energy routes and payment systems.
The BRICS Alternative and Institutional Reform
Lavrov positioned the BRICS alliance as a necessary “umbrella” for independent development, emphasizing that Russia does not seek to abolish the IMF, World Bank, or WTO. Instead, Moscow is advocating for a rebalancing of power:
- Commensurate Representation: Ensuring BRICS nations receive voting rights in Bretton Woods institutions that reflect their actual weight in the global economy.
- Independent Mechanisms: The development of alternative payment methods to bypass “artificial barriers” created by the West.
- Regional Integration: Utilizing BRICS to harmonize development plans across continents without the “obsolete” frameworks of NATO, the EU, or the OSCE.
Security Mandate and Ukraine
On the issue of regional security, Lavrov issued a stern warning regarding the future of Ukraine. He emphasized that Russia would not permit the deployment of any weaponry on Ukrainian territory that poses a threat to Russian security interests. He characterized European political rhetoric regarding a potential war with Moscow as a primary driver for Russia’s need to ensure its safety via “reliable” means.
“BRICS aims to create independent mechanisms, not to target the U.S., but to oppose its attempts to control the entire world,” Lavrov concluded.
