Ukraine Proposes Strategic Demilitarized Zones in New 20-Point Peace Plan









President Volodymyr Zelenskyy has unveiled a comprehensive 20-point peace plan aimed at ending the ongoing conflict with Russia. The centerpiece of the proposal involves the creation of significant Demilitarized Zones (DMZs) in the Donbas region and around the Zaporizhzhia Nuclear Power Plant, marking a major strategic shift in Ukraine’s diplomatic approach.

The plan, formulated in collaboration with U.S. negotiators over recent meetings in Florida, arrives as Ukraine faces intensified military pressure in the east and shifting geopolitical dynamics following the election of U.S. President Donald Trump.

Key Pillars of the 20-Point Plan

  1. Demilitarized Zones (DMZs): Ukraine has expressed willingness to withdraw its military forces from the portions of the Donbas region it currently controls, provided Russia commits to a reciprocal withdrawal and a permanent absence of troops. Zelenskyy described these areas as potential “free economic zones” or DMZs designed to satisfy the security requirements of both nations.
  2. Nuclear Safety at Zaporizhzhia: The plan specifically calls for a DMZ surrounding the Zaporizhzhia Nuclear Power Plant—Europe’s largest—to prevent a global radiological catastrophe and return the facility to civilian-led safety standards.
  3. NATO Membership and Neutrality: While acknowledging U.S. and Russian resistance to immediate NATO accession, President Zelenskyy clarified that Ukraine has not abandoned its aspirations. “Our choice has been made,” Zelenskyy stated, confirming that Ukraine will not introduce constitutional amendments to prohibit future NATO membership, though the immediate focus remains on a stable ceasefire.
  4. Territorial Integrity and Referendums: The President emphasized that any formal withdrawal of troops or permanent changes to administrative control must be ratified via a national referendum, as mandated by the Ukrainian Constitution.
  5. Democratic Continuity: Addressing international calls for elections, the plan stipulates that presidential elections will be held promptly following the signing of a formal peace agreement and the cessation of martial law.

International Context and Historical Precedents

The proposal seeks to utilize the DMZ model to freeze frontlines and prevent further loss of life, drawing inspiration from historical precedents such as the Korean DMZ (1953) and the Sinai Peninsula security zones. However, unlike the Antarctic or Aland Islands models, the Ukrainian DMZs would be established in high-conflict industrial and nuclear corridors, requiring robust international monitoring.

Official Statements

“We are looking for a format that could satisfy both sides,” President Zelenskyy told journalists during a two-hour briefing in Kyiv. He noted that while the plan is backed by the United States, the “diplomatic burden” now shifts to Moscow to demonstrate a genuine willingness for peace.

Kremlin spokesman Dmitry Peskov stated on Wednesday that Russia is currently “formulating its position” on the proposal. No official acceptance or rejection has yet been issued by the Russian Federation.
