Pakistan and China Strengthen Partnership with Vocational Training Pact to Empower Youth









In a significant step to empower Pakistan’s youth and prepare them for the demands of the fourth industrial revolution, the governments of Pakistan and China have signed a comprehensive vocational training agreement. This pact aims to provide specialized skills development to a new generation of workers, enhancing their employability and supporting key economic initiatives like the China-Pakistan Economic Corridor (CPEC).

The collaboration builds on existing programs such as the Luban Workshop, co-founded in July 2018, which has already trained over 1,000 local youths in fields like electrical automation and electromechanical integration. The new agreement expands on these efforts, focusing on high-demand skills in AI, robotics, big data, green technology, and advanced manufacturing.

A key component of the initiative is the “Uraan Pakistan Program,” which aligns with China’s successful vocational training model. This program seeks to establish more centers of excellence, promote technology transfer, and increase youth employability. Under a recent Memorandum of Understanding (MoU), a pilot project will begin in July 2025 to train an initial batch of 10,000 young people, with plans to expand the program to up to 100,000 participants.

The partnership also includes an agreement between the Prime Minister’s Youth Programme (PMYP) and Chinese partners to develop a digitally skilled workforce. This will involve training 1,000 master trainers over the next two years in 40 to 50 specialized digital trades, including e-commerce, digital marketing, artificial intelligence, and fintech. This initiative will also establish 30 to 50 Centers of Excellence across Pakistan and provide 100,000 free freelancer accounts to support the country’s freelance economy.

This joint effort is designed to transform Pakistan’s large youth population into a skilled workforce, ensuring they are well-equipped to drive the nation’s industrialization and economic prosperity in the digital age.
