The United States solidified its strategic partnership with Qatar on Monday with the issuance of a major executive order by President Donald J. Trump, formally guaranteeing the security and territorial integrity of the State of Qatar against external attack. The announcement came immediately after a high-level diplomatic meeting at the White House, during which Israeli Prime Minister Benjamin Netanyahu conveyed an apology to Qatari Prime Minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani for the recent killing of a Qatari citizen.

Executive Order Mandates U.S. Security Guarantee
In the executive order, President Trump declared that the US and Qatar are “bound together by close cooperation, shared interests, and the close relationship between our armed forces.”
The order specifically states: “The United States shall regard any armed attack on the territory, sovereignty or critical infrastructure of the state of Qatar as a threat to the peace and security of the United States.”
President Trump highlighted Qatar as a “steadfast ally in pursuit of peace, stability and prosperity” that has been instrumental in mediating regional and global conflicts. The policy, the President noted, is in “recognition of this history, and in light of the continuing threats to the State of Qatar posed by foreign aggression.”

Israel Offers Apology in Joint Call
The issuance of the security guarantee follows a period of intense diplomatic engagement after Israeli strikes in Doha on September 9th damaged relations.
On Monday, Israeli Prime Minister Benjamin Netanyahu apologized to Qatar for the killing of its citizen. The apology was received by the Qatari Prime Minister in a joint call from President Trump and Prime Minister Netanyahu during their meeting at the White House.
This diplomatic move by Washington attempts to repair the damage done to diplomatic relations with Qatar while simultaneously demonstrating continued support for Israel. Qatar had previously labeled Israel’s actions as “cowardly and treacherous.”

Diplomatic Aftermath and Legal Considerations
The security guarantee follows US Secretary of State Marco Rubio’s visit to Qatar on September 16th, a week after the incident, where he met with Qatari officials and “reaffirmed the enduring US-Qatar security partnership.”
Speaking after those earlier talks, Qatari Ministry of Foreign Affairs spokesperson Majed al-Ansari affirmed the nation was “determined to defend our sovereignty and take measures to prevent any recurrence of any attack.”
While the executive order represents a major policy shift, the true scope of President Trump’s pledge remains in question. Legally binding agreements, or treaties, typically require the approval of the US Senate. However, US Presidents have historically entered international agreements without Senate approval. Ultimately, the decision to take military action rests with the President.
Qatar remains a crucial US military partner, hosting America’s Central Command’s forward operating base at the vast Al Udeid Air Base. Former President Joe Biden designated Qatar as a major non-NATO ally in 2022.
