Ukrainian drones struck two important Russian energy targets overnight, hitting the Baltic Sea oil port of Primorsk and the NORSI oil refinery in central Russia.
According to Ukraine’s drone forces commander Robert Brovdi, the attacks targeted Russia’s key oil export infrastructure. Russian officials confirmed the strikes on Sunday.

In Primorsk — one of Russia’s main oil exporting ports near St Petersburg — Governor Alexander Drozdenko reported that shrapnel from the attack caused a fuel reservoir to leak. The port is a vital outlet for Russian oil shipments abroad.
In the Nizhny Novgorod region, Governor Gleb Nikitin said two facilities at the NORSI refinery — Russia’s fourth-largest and second-largest producer of petrol — were hit, sparking a fire. A nearby power station and several houses were also damaged, though no injuries were reported.
This is not the first time Primorsk has been targeted. The port was attacked in March as well, when an oil depot was set ablaze.
Ukraine has intensified strikes on Russian oil infrastructure in recent months, aiming to disrupt a major source of revenue that funds Moscow’s war effort. At one point last month, nearly 40% of Russia’s oil exporting capacity was affected by such attacks, pipeline issues, and related disruptions.
The latest strikes come as diplomatic efforts to end the Russia-Ukraine war remain stalled. Three rounds of high-level talks between the US, Russia, and Ukraine held earlier this year in Abu Dhabi and Geneva made little progress, particularly on the issue of territorial concessions. A fourth round was postponed due to the ongoing US-Israel war on Iran.
