The federal government officially launched the Prime Minister’s Fan Replacement Programme, a massive initiative to swap 100 million inefficient fans for NEECA 5-star energy-savers. This launch coincided with a major policy announcement by Power Minister Awais Leghari, who revealed that the government is in advanced talks with international lenders and China to restructure nearly $36 billion in power sector debt.

The fan initiative aims to slash household bills by up to Rs12,000 annually per fan. Under the new rules, the mandatory buyback of old fans has been scrapped; consumers can now simply pay a Rs1,000 service fee to have a new fan installed through an on-bill financing plan. To back this, the Ministry of Finance has provided a Rs2 billion risk guarantee to encourage 11 commercial banks to offer easy installments.

Minister Leghari also addressed the “solar revolution,” noting that daytime demand has plummeted to just 8,000 MW, creating grid stability challenges. While a new Net Billing Regulation (2026) was recently notified to lower buyback rates for future solar users, Prime Minister Shehbaz Sharif has ordered an immediate review to ensure that the contracts of the 466,506 existing solar users remain fully protected.
