Pakistan, and Libya Finalize Historic $4 Billion Strategic Defense Cooperation Agreement









The Government of Pakistan is pleased to announce the formalization of a landmark defense cooperation pact with the Libyan National Army (LNA), marking one of the largest conventional arms export agreements in Pakistan’s history.

The deal, valued at over $4 billion, was finalized following a high-level strategic meeting between the Chief of Defence Forces (CDF), Field Marshal Asim Munir, and the Deputy Commander-in-Chief of the LNA, Saddam Khalifa Haftar, in Benghazi.

This comprehensive agreement establishes a multi-year framework for the sale of advanced military hardware and technical services spanning land, sea, and air domains. Key highlights of the procurement include:

  • JF-17 Thunder Fighter Jets: Integration of multi-role combat aircraft jointly developed by Pakistan and China.
  • Super Mushshak Trainer Aircraft: Provision of Pakistan’s premier basic pilot training platforms.
  • Land & Naval Systems: A wide array of munitions, armored vehicles, and naval construction services.
  • Capacity Building: Provisions for joint military training and local military manufacturing initiatives within Libya.

This historic transaction aligns with the Prime Minister and the Chief of Defence Forces’ vision for an “export-driven, self-sustained economy.” By entering this elite tier of conventional arms exporters, Pakistan underscores the maturity and international competitiveness of its domestic defense industry.

“Our advanced capabilities, proven through decades of operational experience and recent regional engagements, are now recognized globally,” stated Field Marshal Asim Munir. “This partnership represents a new phase of strategic cooperation that supports our goal of national economic resilience through high-value industrial exports.”

The agreement signifies a robust 2.5-year delivery roadmap. Beyond the transfer of equipment, both nations have committed to a “new phase of strategic military cooperation,” which includes the sharing of counter-insurgency expertise and the development of sustainable military infrastructure.

The Ministry of Defence emphasizes that this cooperation is intended to foster regional stability and support the professionalization of defense institutions.
