SECP Expands Pension Reform with Nine New Funds for Punjab and Balochistan

The Securities and Exchange Commission of Pakistan (SECP) today, on Tuesday, April 7, 2026, approved nine additional pension funds as part of a national shift toward fiscal sustainability. The new approvals include eight funds dedicated to the Government of Balochistan and one for the Government of Punjab. This move brings the total number of authorized pension funds to 15 for Balochistan and 25 for Punjab, reflecting the government’s accelerating transition from the traditional Defined Benefit system to a more transparent Defined Contribution model. The newly authorized Balochistan funds will be managed by JS Investments, Alfalah Asset Management, NBP Fund Management, and UBL Fund Managers, while AWT Investments Limited will manage the latest fund for Punjab.

This regulatory milestone is a key component of the Contributory Pension Scheme Rules 2025, aimed at reducing long-term provincial liabilities and ensuring the future viability of retirement savings. By adopting the Defined Contribution framework, the SECP intends to improve transparency and provide a more structured investment approach for civil servants’ retirement benefits. This development follows a series of recent SECP initiatives designed to modernize Pakistan’s financial markets, including the launch of planet-saving investment funds. As provincial governments face increasing budget pressures due to regional economic volatility and high energy costs, these reforms are viewed as a necessary step to stabilize public finances and provide secure, profit-yielding retirement options for the public sector.
