DG ISPR Labels Afghanistan ‘Centre Point’ of Regional Terrorism, Citing India as ‘Biggest Patron’









In a comprehensive and marathon press conference held on Tuesday, the Director General of Inter-Services Public Relations (ISPR), Lt Gen Ahmed Sharif Chaudhry, issued a stern indictment of the current security landscape, identifying Afghanistan as a sanctuary for diverse terrorist factions and accusing India of providing the financial and strategic patronage to destabilize Pakistan.

Afghanistan as a Terrorist Hub

Lt Gen Chaudhry described Afghanistan as a “centre point” where “terrorists of all shades are being nurtured.” He identified the Afghan Taliban as the “mother organisation” providing a base of operations for various groups, including the Tehreek-i-Taliban Pakistan (TTP), Daesh, Al Qaeda, and ETIM.

Key figures from the briefing include:

  • Foreign Elements: Approximately 2,500 non-Afghan, non-Pakistani terrorists have recently migrated from Syria to Afghanistan.
  • Direct Complicity: The ISPR chief accused the Kabul regime of organizing, training, and directing the TTP.
  • 2025 Impact: Listing 10 major high-impact terror incidents in 2025, the DG stated that Afghan nationals were involved in all of them.

The ‘India Factor’ and Regional Belligerence

The military spokesperson pointed to India as the “biggest patron” of terrorism in Pakistan. He asserted that following Pakistan’s military success during a four-day conflict with India in May 2025, there has been a surge in terrorism driven by Indian influence on non-state actors.

“The base of operations is being provided in Afghanistan… and India’s money and patronage is available,” Lt Gen Chaudhry stated, showing media clips to illustrate the alleged collusion between Indian interests and the Afghan regime.

Counter-Terrorism Operations and Drones

For the first time, the military officially acknowledged carrying out strikes on TTP targets along the Afghan border in October 2025. The DG clarified that these reprisals specifically targeted terrorists and not Afghan civilians or Taliban posts.

Addressing the use of technology in the conflict, the DG reported:

  • Terrorist Tactics: 405 quadcopter attacks by terrorists were reported in Khyber Pakhtunkhwa (KP) alone during the past year.
  • Military Clarification: Law enforcement agencies use drones strictly for technical surveillance and engagement, whereas terrorists have established specialized wings for armed quadcopter operations.

Domestic Challenges: The ‘Political-Terror Nexus’

The ISPR chief criticized the “politically conducive environment” in Khyber Pakhtunkhwa, blaming a “political-terror nexus” for the high concentration of incidents in the province.

  • Suicide Bombing Data (2025): 27 total incidents; 16 in KP, 10 in Balochistan, and 1 in Islamabad.
  • Policy Critique: He refuted claims that the military leadership was responsible for the 2021 “rehabilitation” policy, instead attributing the decision to the political leadership of that era.

Institutional Integrity and Former Leadership

During the Q&A session, the DG addressed the role of former intelligence chief Faiz Hameed, stating he was “used for politics” and that his actions did not represent the institution as a whole. “You cannot put this [blame] on the institution; it was a field of characters,” he concluded.

The military reaffirmed its commitment to securing Pakistan’s borders, defending the current border closure as a strategic advantage to prevent the permeate of terrorism.
