Federal Cabinet’s Economic Coordination Committee (ECC) chaired by Finance Minister of Pakistan approved the policy guidelines titled, “Import on Foreign Supplier’s Account through Customs Bonded Storage Facilities.”
International suppliers to store crude oil, petrol, diesel, jet fuel, fuel oil, LPG and LNG in customs-bonded facilities for later domestic sale or re-export; proposed storage sites will be established at Port Qasim, KPT/Kemari, Hub, Gwadar, Mahmood Kot and Machike, Sheikhupura… pic.twitter.com/4ixY62KVhC

The framework was originally initiated by the Petroleum Division with the objective of fortifying Pakistan’s energy security architecture, in the backdrop the global supply disruptions due to conflict in Strait of Hormuz.
As per this policy the foreign suppliers can establish dedicated bonded storage infrastructure at designated ports and inland locations at their own expense. This policy covers;
- Crude oil.
- Motor spirit.
- High-speed diesel
- Jet fuel.
- Furnace oil.
- LPG.
- LNG.
Moreover, this framework also grants tax neutrality and operational flexibility to the foreign vendors who intend to pursue domestic sales and re-exports.
Notably, the local oil marketing companies and refineries can purchase the stored petroleum products at commercially negotiated prices. While managing ex-bonding import duties and sales taxes. The government would reserve the emergency requisition rights subject to specified national crises and international market compensation.
