Countering Proxy Warfare and Internal Fault Lines
During his address, Field Marshal Munir warned that hostile actors are increasingly shifting away from overt military confrontation in favor of “indirect and ambiguous approaches.” He specifically highlighted the use of proxies designed to exploit internal fault lines within the country.
“Future leaders must be trained and remain alert to recognize, anticipate, and counter such multi-layered cognitive challenges,” the Field Marshal stated, emphasizing that the modern battlefield is as much about mental resilience and information as it is about physical force.
Multi-Domain Preparedness
The Field Marshal outlined a complex global and regional security environment, noting that Pakistan’s national security is now a “multi-domain” effort. He identified several key areas requiring continuous adaptation:
- Conventional and Sub-conventional warfare
- Intelligence and Cyber security
- Information and Cognitive operations
- Economic and Military synergy
He stressed that success in this “contested and diffused” environment requires clear decision-making amid uncertainty and total synergy among all elements of national power.
The Role of Professional Military Education
Field Marshal Munir lauded the NDU for its pivotal role in developing strategic thinkers. He underscored that professional military education (PME) is the cornerstone of strengthening institutional capacity and fostering the indigenous capabilities necessary for long-term national resilience.
