The joint Standing Committees on Law and Justice of the Senate and National Assembly today tabled their approved report on the Constitution (Twenty-Seventh Amendment) Bill, 2025, during an ongoing Senate session presided over by Deputy Chairman Senator Manzoor Kakar.
The session, which commenced this morning, will resume at 3:30 PM to allow Senator Farooq H. Naek, Chairman of the Senate Standing Committee, to formally present the report. Lawmakers from both treasury and opposition benches continued detailed debate on the proposed legislation, focusing on judicial reforms, governance enhancements, and national security provisions.
Key highlights of the approved Bill include:
- Establishment of a Federal Constitutional Court to reduce case backlog and strengthen judicial efficiency
- Granting lifetime status to the rank of Field Marshal with appropriate immunities under Article 243
- Reinforcement of parliamentary supremacy and federal-provincial harmony
The joint committee, after extensive clause-by-clause review on November 6–7, approved the Bill with minor amendments while deferring proposals on local government (Article 140-A), provincial renaming, and seat allocation for further consultation.
Prime Minister Muhammad Shehbaz Sharif has directed the immediate withdrawal of any clause proposing immunity for the office of the Prime Minister, reaffirming that “an elected premier must remain fully accountable before the court of law and the people.”

The ruling coalition maintains the required two-thirds majority in both houses, with 65 votes in the 96-member Senate (excluding the Chairman’s vote) and 233 in the 336-member National Assembly.

The National Assembly is scheduled to convene at 4:30 PM to take up the Bill following Senate proceedings.
