In a resolute session of the Islamic Consultative Assembly on Sunday, Speaker Mohammad Baqer Qalibaf formally declared that the Islamic Republic of Iran now recognizes the armies of European Union member states as “terrorist groups.”
This designation serves as a direct countermeasure following the European Union’s decision to list the Islamic Revolutionary Guard Corps (IRGC)—a formal branch of the Iranian Armed Forces—as a terrorist organization.

Statement from Speaker Mohammad Baqer Qalibaf
Addressing a plenary session where members of Parliament wore IRGC uniforms in a gesture of national unity, Speaker Qalibaf stated:
“By attempting to target the Revolutionary Guards, the Europeans have effectively shot themselves in the foot. They have once again acted against the interests of their own people by blindly following the dictates of the United States. Under Article 7 of our law on countermeasures, the armies of those European countries supporting this designation are now officially considered terrorist entities by the Islamic Republic.”
Key Legislative, and Diplomatic Actions
The Speaker outlined a series of immediate escalatory steps to be taken by the Parliament and relevant ministries:
- Military Attache Review: The National Security and Foreign Policy Commission has been directed to deliberate on the immediate expulsion of military attaches from EU countries currently stationed in Tehran.
- Counter-Terrorism Protocols: Under Iranian law, all military personnel and assets belonging to the designated European armies will be treated as hostile terrorist entities within the region.
- Coordination with Foreign Ministry: The Parliament will work closely with the Ministry of Foreign Affairs to ensure the legal and diplomatic enforcement of these reciprocal measures.

Defense of the IRGC
The Islamic Revolutionary Guard Corps, established following the 1979 Revolution to safeguard the nation’s sovereignty and governing system, remains a pillar of Iran’s national defense and economic stability. The Speaker emphasized that any attack on the IRGC is viewed as an attack on the Iranian state and its people.
The Islamic Consultative Assembly warns that European leadership must take responsibility for the consequences of this symbolic and hostile shift in diplomacy, which significantly undermines regional security and cooperation.
