KARACHI, Pakistan – August 7, 2025 – Chief Justice of Pakistan (CJP) Yahya Afridi has reaffirmed that strengthening the district judiciary is the cornerstone of the ongoing judicial reform agenda. Speaking at a strategic meeting at the Supreme Court’s Karachi Registry, the CJP underscored that district courts are the “face of the judicial system” and the primary forum where citizens seek justice.
In a strong call to action, the CJP urged the Sindh government to significantly increase the budgetary allocation for the judicial sector. He noted that despite being a fundamental pillar of the state, the judiciary receives a disproportionately low 0.3 percent of the province’s Annual Development Plan (ADP) funds. This underfunding has left the district judiciary in Sindh, particularly in Karachi, overburdened and under-resourced in terms of infrastructure, logistics, and modern facilities. The CJP called for this disparity to be addressed in upcoming budgets to meet the requirements of a modern judicial system.
During the meeting, which was attended by judges, officials from the Law and Justice Commission of Pakistan, and representatives of the legal fraternity, the CJP also reviewed the sustainable planning and feasibility of a proposed judicial complex in Karachi. The state-of-the-art facility is planned to house 125 fully equipped courts and is designed to meet the city’s expanding legal and commercial demands.
The CJP also met with a delegation from the Sindh High Court Bar Association (SHCBA), assuring them that the bench and bar are integral to the justice system and that their close cooperation is essential for delivering justice. He informed the delegation of the ongoing reform agenda and reaffirmed his commitment to ensuring that the judiciary and the legal fraternity work in tandem to improve service delivery for the public. The CJP also highlighted the need for a citizen-centric approach to judicial reforms, emphasizing the importance of factors such as convenience and accessibility for litigants.
