Chinese Premier Li Qiang opened the China Development Forum in Beijing today, March 22, 2026, with a high-profile promise to further open the nation’s economy and pursue “balanced trade.” The pledge follows a year of intense trade friction and a record-breaking $1.2 trillion trade surplus in 2025, which has fueled global concerns over overcapacity and market dominance. Addressing an audience of international CEOs; including Apple’s Tim Cook and leaders from Samsung, Volkswagen, and HSBC, Li emphasized that China aims to “expand the global trade pie” by importing more high-quality foreign goods and treating foreign firms the same as domestic ones.

The forum comes at a delicate geopolitical moment. U.S. President Donald Trump recently postponed a scheduled trip to Beijing due to the ongoing U.S.-Israel war on Iran, stalling efforts to resolve long-standing tariff disputes between the world’s two largest economies. To alleviate concerns, Central Bank Governor Pan Gongsheng argued that China’s massive goods surplus is partially offset by a large services deficit and reiterated that Beijing has no intention of devaluing its currency for a competitive edge.
