Brussels | Kyiv – The European Union and the United Kingdom have strongly condemned Russia’s latest wave of missile and drone strikes on Ukraine, which killed and injured civilians while damaging key infrastructure, including cultural and educational sites.
European Commission President Ursula von der Leyen denounced the assault as an act of terror, saying it underscored Moscow’s willingness to target civilians indiscriminately.
“It shows that the Kremlin will stop at nothing to terrorise Ukraine, blindly killing civilians and even targeting the European Union,” von der Leyen told reporters in Brussels.
She confirmed that two missiles struck within 20 seconds of each other near an EU office in Ukraine. Von der Leyen announced that the EU would soon introduce its 19th package of sanctions against Russia and was accelerating efforts to channel frozen Russian assets to support Ukraine’s recovery.
British Prime Minister Keir Starmer also condemned the strikes, confirming that the British Council building had been damaged.
“Putin is killing children and civilians and sabotaging hopes of peace,” Starmer wrote on X.
Ukraine’s military reported that air defence systems successfully intercepted 563 of nearly 600 drones and 26 of 31 missiles launched by Russia during the latest barrage. Despite these defences, one strike severely damaged a railway hub in Vinnytsia region, cutting off power to 60,000 residents after critical infrastructure was hit.
Ukrainian officials warned that Moscow is likely to intensify attacks on the country’s power grid as winter approaches, recalling last year’s deliberate targeting of heating and electricity networks that left millions struggling in freezing conditions.
International condemnation of the assault has grown, with both the EU and UK pledging continued support for Ukraine. Analysts noted that the strikes on civilian and cultural targets appear aimed at undermining morale while simultaneously testing Western resolve.
Despite the scale of destruction, Ukrainian resilience remained on display. Emergency services worked through the night to restore electricity in affected areas, while rail authorities diverted traffic to alternative routes to minimize disruption.
With sanctions deepening and Western governments exploring legal pathways to transfer frozen Russian assets, officials emphasized that Russia’s campaign of terror will only harden international unity in defence of Ukraine’s sovereignty.
