Trump Announces 20-Point Gaza Peace and Reconstruction Plan

President Donald Trump, in coordination with Israel, regional partners, and the international community, today unveiled a 20-point Gaza Peace and Reconstruction Plan. The framework aims to secure peace, stabilize governance, and rebuild Gaza with jobs, opportunity, and hope for the future.

Leaders in the Middle East and Europe welcomed the initiative, calling it a significant step toward ending conflict, even as fundamental obstacles remain.

The plan includes the following commitments:

  1. Immediate Ceasefire – A full ceasefire will take effect without delay.
  2. Hostage Exchange – Hostages held by Hamas will be exchanged for Palestinian prisoners held by Israel.
  3. Staged Israeli Withdrawal – The Israel Defense Forces (IDF) will withdraw from Gaza in stages tied to demilitarization milestones.
  4. Hamas Disarmament – Hamas’ military capabilities will be dismantled under international supervision.
  5. Transitional Governance – An international body will lead a transitional government in Gaza.
  6. Special Economic Zone – A zone will be created with preferred tariff and access rates to attract investment and development.
  7. Freedom of Movement – No one will be forced to leave Gaza. Those wishing to leave may do so freely and return freely.
  8. Encouragement to Stay – Residents will be encouraged to stay and seize the opportunity to build a better Gaza.
  9. No Role for Hamas in Governance – Hamas and other factions will have no role in Gaza’s governance, directly or indirectly.
  10. Destruction of Military Infrastructure – All tunnels, weapon facilities, and offensive infrastructure will be destroyed and not rebuilt.
  11. Demilitarisation Process – A structured process of demilitarisation will be implemented, with weapons placed permanently beyond use through an agreed decommissioning process.
  12. Buy-Back and Reintegration Program – Supported by international funding, a program will buy back weapons and reintegrate former combatants, verified by independent monitors.
  13. Guarantees by Regional Partners – Regional actors will guarantee that Hamas and factions comply, ensuring Gaza poses no threat to neighbors or its own people.
  14. International Stabilisation Force (ISF) – A temporary ISF, supported by Arab and international partners, will deploy immediately to Gaza.
  15. Training of Palestinian Police – The ISF will train and support vetted Palestinian police forces, in consultation with Jordan and Egypt.
  16. Border Security – The ISF will coordinate with Israel and Egypt to secure borders, block munitions, and enable the secure flow of goods for Gaza’s rebuilding.
  17. Progressive IDF Withdrawal – As ISF control is established, the IDF will hand over occupied areas progressively until a complete withdrawal is achieved, except for a limited security perimeter.
  18. Contingency in Case of Rejection – If Hamas delays or rejects the plan, aid and redevelopment will proceed in terror-free areas under ISF control.
  19. Interfaith Dialogue – A process of interfaith dialogue will promote tolerance, peaceful coexistence, and a change in mindsets and narratives.
  20. Pathway to Statehood – With Gaza’s redevelopment and Palestinian Authority reforms in place, conditions may emerge for Palestinian self-determination and statehood. The U.S. will also establish a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful coexistence.

President Trump emphasized: “This plan synthesizes security and governance frameworks to attract and facilitate investments that will create jobs, opportunity, and hope for future Gaza.”
