CCP Promotes Anti-Corruption Veteran Zhang Shengmin as Second-Ranked CMC Vice Chairman

Oct 25, 2025 | Latest News, Global Affairs

The Chinese Communist Party (CCP) has today declared the elevation of General Zhang Shengmin as the second rank Vice Chairman of the Central Military Commission (CMC) after a four-day Central Committee meeting.

General Zhang is a former member of the People Liberation Army (PLA) Rocket Force who was once the Deputy Secretary of the powerful anti-corruption arm of the CMC. His appointment makes him the third-ranking official in the highest military authority in China, next to the first-ranked Vice Chairman and President Xi Jinping.

The promotion comes after one of the biggest military crackdowns on the military in decades by the CCP, with nine generals being expelled last week due to allegations of committing serious financial offenses.

Besides the personnel changes, the Central Committee passed a new five-year plan which focused on national priorities. The strategy involves greater self-reliance in science and technology, faster green transition, and modernization of national defense to provide stability in an era of geopolitical uncertainty.
