Germany’s Foreign Minister, Johann Wadephul (who assumed office in May 2025), has announced that the country will prioritize and accelerate the relocation of approximately 1,900 Afghan refugees currently stranded in Pakistan who hold legally binding admission commitments. The urgency of the transfer, which Wadephul hopes to complete by the end of the current calendar year, is heightened by Pakistan’s ongoing crackdown and threat of mass deportations against undocumented Afghans, a risk that has led to arrests of refugees already approved for Germany.
The German Foreign Minister has expressed concern over the situation of Afghan refugees in Pakistan, stating that their admission to Germany is now a priority and that he is calling for a swift completion of evacuation flights from Pakistan.

The issue has become a political and legal flashpoint, with German courts previously ruling that the government is bound by all past admission promises, despite the Interior Ministry’s move to reject the applications of an additional 650 Afghans who lacked these binding assurances. Germany has also controversially offered financial incentives, including payments up to 6,500 euros, to Afghans in Pakistan in exchange for voluntarily withdrawing their relocation requests and returning to Afghanistan or a third country; so far, 62 people have accepted this offer. This accelerated transfer plan for the 1,900 confirmed cases marks a significant step in upholding Germany’s humanitarian obligations, although the Interior Minister has warned some transfers may extend into early 2026.
