President Zelenskyy Announces Updated 20-Point Peace Framework Developed with U.S. Envoys

President Volodymyr Zelenskyy today detailed a comprehensive 20-point peace plan aimed at ending the ongoing conflict and securing Ukraine’s long-term sovereignty. The framework, refined during high-level consultations with U.S. and European envoys in Florida and Berlin, establishes a strategic path toward a cessation of hostilities backed by ironclad security guarantees.

Key Pillars of the 20-Point Plan

  • Security Guarantees: The framework proposes security commitments from the United States, NATO, and European partners that mirror NATO’s Article Five. This includes a coordinated military response should Ukraine face future aggression.
  • Military Strength: Under the proposal, Ukraine will maintain a peacetime military strength of up to 800,000 personnel, ensuring national defense is backed by credible strength.
  • Territorial Integrity & Demilitarized Zones: In the Donetsk region, the plan explores the creation of a “Free Economic Zone” or demilitarized zone. President Zelenskyy emphasized that any area from which troops withdraw must remain under Ukrainian administration and police control.
  • Reciprocal Withdrawals: The plan stipulates that any Ukrainian withdrawal of heavy forces (5km to 40km) must be met with an equivalent, “accordingly” sized withdrawal by Russian forces.
  • European Integration: The framework includes a defined date for Ukraine’s accession to the European Union, formalizing its path toward full economic and political integration.
  • Investment & Recovery: A proposed Ukraine Investment Fund of approximately $200 billion, involving the U.S. and Europe, is designated to drive post-war reconstruction.

President Zelenskyy reaffirmed that any final peace plan, including the establishment of economic zones in the Donbas, would be subject to a national referendum. “Only a referendum could decide on the idea of a potential free economic zone,” the President stated, ensuring the Ukrainian people remain the final arbiters of the nation’s future.

The President noted that the updated plan significantly improves upon previous drafts by removing bars on NATO membership and insisting on Ukrainian administrative control over its territory. He expressed confidence that the framework provides a fair settlement that Russia cannot afford to reject without facing increased military support for Ukraine and intensified global sanctions.
